Rebooted NL with a NJ timeserver, there doesn't seem to be an improvement.

I give it up. Ralph? Tony?

I'm using 64.90.182.55

I'm in the eastern time zone as well.

Ok, thanks, Ralph. I am not in Brooklyn, but - to be precise - I am in Europe, GMT +1. But that should not make a difference. Just a few milliseconds.

Apart from the timeserver (which has according to http://tf.nist.gov/tf-cgi/servers.cgi all services available) on 165.193.126.229
My settings are the following:

NL: Gateway: 192.168.1.1 (my router)
Windows XP: TCP port 37 opened (that seemed unnecessary....)
TP-Link N router
Cable modem

I have NASLite-2 x64 v2.65 06-2011 running. Is that the problem?

It shouldn't be so difficult.
